Development Plan - Moose Jaw Municipal Airport
Moose Jaw Municipal Airport is owned by the City of Moose Jaw and is overseen by the Moose Jaw Municipal Airport Authority, which is responsible for the governance, management, and operation of the airport. The airport’s vision is to be:
“…the prime general aviation airport in southern Saskatchewan to serve the socioeconomic needs of the City of Moose Jaw, the Industrial Corridor and the surrounding rural and agricultural communities.”
The Airport Authority retained HM Aero to prepare an Airport Development Plan and Prioritization Study with the following objectives:
Identify opportunities for growth that will yield regional economic and / or social benefits and improve the Airport’s financial performance;
Assess future end user operational and infrastructure requirements;
Develop a phased implementation strategy; and
Determine capital expenses.
HM Aero completed market research, consultations with 11 stakeholder organizations, and roundtables with two airport user groups. To meet the needs of the airport’s current users and future priority market segments, the study recommended investments in a series of infrastructure and service improvements, including the airport’s AOE status, lighting, weather reporting, apron capacity, runway length, terminal building, perimeter access controls, and maintenance equipment. The capital improvement plan structured these projects into two types: 1) scheduled projects with a recommended implementation year based on predefined requirements; and 2) trigger-based projects.
Following project completion, the Airport Authority has secured external funding and commenced work on initiatives such as a weather reporting system, geotechnical investigations, and preliminary engineering design exercises.
