Master Plan - Lloydminster Airport

Lloydminster Airport is a growing facility that supports scheduled and charter air carrier services, general aviation, and a range of tenants and businesses. The Airport has been well managed and operated, and now is positioned to embark on its next phase of growth. To support the City’s goal of positioning the facility as one of the top regional airports in the Prairies, HM Aero was retained to complete a 25-year Airport Master Plan. The core focus of the project was to identify strategies to maximize the socioeconomic impact and value of Lloydminster Airport to its surrounding region.

The project team completed a visual inspection of all Airport infrastructure. A robust stakeholder consultation program involving an open house, online survey, and over 30 stakeholder interviews was a key element of the planning process. Both tasks, in combination with research and analysis on Canada’s regional airports and aviation industry, positioned the team with a comprehensive knowledgebase to support the planning process.

Based on aircraft movement, passenger activity, and leasehold lot absorption forecasts, development plans for the airside and groundside systems were prepared. Among the recommended projects are the development of a parallel taxiway, realigned crosswind runway, and the redesign of the terminal parking lot and road system. A cost-effective terminal expansion to meet growing passenger volumes was also prepared, using International Air Transport Association Level of Service guidelines.

To address the City’s economic goals, the project team identified nine aeronautical and non-aeronautical opportunities for revenue generation and business attraction. These included emerging opportunities, such as the proliferation of Unmanned Aerial Vehicles. Each opportunity was accompanied by a specific marketing plan for implementation by the City, as well as Key Performance Indicators to track progress over time
