Development Guidelines and Design Criteria - Tillsonburg Regional Airport

Tillsonburg Regional Airport has experienced significant hangar development in recent years, given the attractiveness of the facility to general aviation tenants across southwestern Ontario. HM Aero was retained by the Town of Tillsonburg in 2019 to prepare a comprehensive Airport Development Guidelines document. The project objectives were to:

  1. Document the Town approvals process;

  2. Establish clear and actionable hangar design guidelines;

  3. Prepare standards for contractor and tenant conduct; and

  4. Establish typical cross sections for general aviation taxiways.

HM Aero arranged an on-site meeting with the Town to identify the existing development concerns, priorities, and goals for the Airport. Each hangar lot was reviewed to gain a comprehensive understanding of existing conditions. Approximately 30 design guidelines were prepared to address matters such as the built form and finishes of hangars, servicing, grading, and setbacks. These guidelines considered airport land use compatibility and the standards of TP312. The Town’s existing approvals process was documented in an easy to understand guide, which included a flowchart, proponent checklist, and clear forms. Opportunities for process improvements were identified, as well as obligations with respect to the involvement of Transport Canada and NAV CANADA.

To guide the engineering efforts of Town staff, a typical pavement cross-section was prepared that accounts for the mix of general aviation aircraft handled at the Airport. As well, tenant and contractor obligations during construction and occupancy were identified through clear codes of conduct.
