Owner’s Representative Services - Kingston Airport

In 2018, HM Aero staff who were formerly employed with WSP Canada Inc. continued their work with the City of Kingston to manage a $6M airport infrastructure expansion assignment at Kingston Airport. The assignment involved the extension of the Airport’s primary runway to 7,000 ft., relocation of the Instrument Landing System, and renovations to the Air Terminal Building to better support current and future scheduled passenger air services. 

HM Aero staff were responsible for conducting airfield inspections, preparing checklists and reporting findings to the City of Kingston.  These findings were then reported to the locally-led design build team, where they were discussed and corrective actions were identified.  HM Aero attended regularly-scheduled meetings with the design build team and the City of Kingston as part of the assignment, and was also responsible for coordinating design and construction efforts between the design build team and Nav Canada.

Under an additional contract with the City of Kingston, HM Aero staff assisted management at Kingston Airport in preparing updates to their Airport Operations Manual to reflect airside infrastructure changes and improvements, and to provide recommendations related to the preparation of Corrective Action Plans to be presented to Transport Canada that identified the required steps to address deficiencies and achieve regulatory compliance under Transport Canada’s Aerodrome Standards and Recommended Practices – TP312 5th Edition.
